The steps describe what the work covers, not the order it follows.

What happens at the start
A survey on site comes first: the condition of the existing structure, whether the load-bearing frame will be touched and whether the services need renewing. A price given without that survey is not an estimate but a wish; most of the surprises that appear once work has begun come from skipping it.

Permits and consents
Work that touches the load-bearing structure or changes the number of units needs a permit from the municipality; painting and renewing a kitchen or bathroom usually does not. In a managed development the management plan and a decision of the owners also come into play. Which work needs which consent varies by municipality and building class, so the process is handled project by project.

Choosing the contractor and the contract
Tenders are compared line by line on the same schedule of works; choosing between two tenders of different scope on price alone is the commonest reason the cheaper one turns out dearer. The programme, the payment schedule and the handover terms are written into the contract.
