The True Cost of Citizenship Application: What Else Is Added on Top of the Property Price?

The 400.000 USD threshold is just the beginning. Title deed fee, appraisal, translation, residence and passport fees item by item — what is the total for a family of four?

The point where foreign investors are most frequently mistaken is setting the budget solely based on 400.000 USD. However, the additional expenses stacked on top of the property price can push the total to over twenty thousand dollars for a family of four. Below, we break down these expense items one by one.

  • Title deed fee — four percent of the sales price. By law, it is shared equally between the buyer and the seller, but in practice, it is mostly left to the buyer.
  • Appraisal report — obtained from a CMB-licensed institution and is mandatory. This is the main document proving that the threshold is met.
  • Revolving fund and title deed transaction fees — small but easily forgotten expenses.

In a 400.000 USD purchase, the title deed fee alone is around 16.000 USD. Writing down who will pay the deed fee during negotiations prevents later disputes.

Per capita fees

The following items are paid separately for each person included in the application. When spouses and children are included, the total grows rapidly.

  • Entry visa
  • Registration and residence permit fees
  • Passport fee
  • Citizenship certificate fee
  • Application processing fee
  • Mandatory health insurance
  • Obtaining a tax number
  • Sworn translation and notarization of documents

The total of these items is around one thousand five hundred dollars per person. For a family of four, this group alone approaches six thousand dollars.

  • Opening an account in a Turkish bank and related expenses
  • Appraisal report fee
  • Legal and consultancy fees, if any
Legal and consultancy fees are not fixed and often do not appear in cost tables at all. When receiving offers, clearly ask whether this item is included.

Time is also a cost

The process takes an average of eight months. Document preparation takes two to four weeks, completion of the investment takes five to six weeks, residence permit takes up to four weeks, and the security and archival review takes three to four months. This timeline gets shorter or longer depending on the completeness of the file.

Having 400.000 USD tied up for eight months is a serious cost on its own when considering its alternative return. The advantage of the real estate route over other paths emerges right here: the property continues to generate rental income throughout this period.

How to structure the budget?

Rule of thumb: add a five to six percent margin on top of the property price. For a 400.000 USD purchase, a budget of 420.000–425.000 USD leaves a reasonable buffer for surprise expenses. Figures are affected by exchange rate and regulatory changes; confirm current amounts prior to the transaction.
